    To protect Armenia and Artsakh, the United States has an essential tool in the Section 907 waiver that can pressure Azerbaijan to stop its aggressive behavior. The release allows the president to waive a law blocking U.S. aid to Azerbaijan. 

The U.S. State Department and the International Court of Justice already recognize Azerbaijan's responsibility for the Lachin Corridor blockade, calling on them to resolve the crisis. Even so, Azerbaijan refuses to do so, displaying confidence the U.S. will not hold them accountable. So now, the U.S. should call their bluff.

(This op-ed was co-written by former U.S. Governor and Senator Sam Brownback, who championed Section 907 waiver & was seen as Azerbaijan's friend in the US for years).
