Building on the recommendations from Seminar I that covered extensively the legal aspect of the genocide and its prevention, the international protections system and the role of the state, AGBU invites you to attend the second Seminar for International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime, entitled “Preventing and combatting gross human rights violations: a responsibility for all”, that will address the importance of education in genocide prevention, the significance of — international and local– civil societies, and the role of the media towards that end.

Media between prevention and incitement: a double-edged sword
69 years ago, the United Nations adopted the Convention for the Prevention and Repression of the Crime of Genocide. In the wake of World War II, this Convention was part of a wave of human rights legislation that aimed to place limits on the privileges of sovereignty and to protect populations from abusive governments, including from their own.
In spite of the provisions of international law however, the first two decades of the 21st Century continue to witness more mass victimization. In 2017, the situation remains critical in a number of countries, including Burundi, Myanmar, Iraq and Syria as well as in the Central African Republic.
The conference will aim to review the lessons policy-makers have learnt from the experience of the past decades. It will examine new ways in which some governments and international organizations anticipate and attempt to prevent massacres and ethnic cleansing.
